ADU Builder in Woodland Hills, Los Angeles
Woodland Hills borders Calabasas to the northeast, but sits inside the City of Los Angeles, so LADBS permits its ADUs under LA's own ordinance, a different system from the one a few blocks west.
Los Angeles ADU Rules for Woodland Hills Lots
The City of Los Angeles regulates ADUs through LAMC 12.22 A.33, and the Department of Building and Safety (LADBS) runs plan check, permits and inspections. LA City Planning sets the zoning rules behind them. State ADU law sits underneath all of it: ministerial approval, the 15 business day completeness check, the 60-day decision on a complete application, and the 4-foot setback protection for units up to 800 square feet.
LA's ordinance includes provisions that do not exist in Calabasas, especially for hillside parcels and very high fire severity areas, where street access and sprinklers come into play. Los Angeles also offers a program of pre-reviewed standard ADU plans that can shorten plan check for some projects. We check which of these apply to your parcel before design.

Flat Valley Lots Versus Hillside Lots in Woodland Hills
Woodland Hills has two very different kinds of residential land. North of Ventura Boulevard, much of the neighborhood is flat valley floor laid out in mid-century tracts, with ranch homes, attached or detached garages and rectangular rear yards. Those lots are well suited to detached backyard units and garage conversions, and construction access is usually easy.
South of Ventura Boulevard, the streets climb into the Santa Monica Mountains. Lots there are sloped, roads are narrower, and parcels often fall in LA's designated hillside area and a very high fire hazard zone. Building on that terrain may require a soils report, grading approval and fire department review of access, and LA's hillside rules can limit size and placement.
Detached ADUs and Garage Conversions in Woodland Hills
On a typical flat Woodland Hills lot, a detached ADU behind the house is the most popular choice for rental income or family housing. State law protects a unit's height of at least 16 feet, and LA's ordinance may allow more depending on the location. A two-car detached garage near the back of the lot is a natural conversion candidate, and the covered spaces it held do not need replacing.
Many of these ranch houses could also give up a bedroom wing for a JADU (500 square feet at most). Combined with a detached unit, that can put three households on one lot under state rules, though the sewer lateral and electrical service must be sized for it.

LADWP Utilities for Woodland Hills ADUs
Unlike Calabasas, Woodland Hills is LADWP territory for both water and power, with the City of Los Angeles running the sewers. An ADU usually shares the house's water service and sewer lateral. Electrical upgrades go through LADWP, which has its own service planning process and timelines, so we start that coordination as soon as a load calculation shows the panel needs to grow.
Older mid-century homes often have small electrical services and original clay sewer laterals. A camera inspection and a panel review early on avoid discovering those problems after the ADU walls are up.
ADU Options for Woodland Hills Lots
Backyard ADU on a Flat Woodland Hills Lot
Wide, level rear yards north of Ventura Boulevard suit detached units with easy construction access. Tenants value the separate entrance and private outdoor space.
Woodland Hills Garage Conversion
A detached or attached garage converts into a studio or one-bedroom without replacement parking. It is often the least expensive unit on a mid-century lot.
Hillside ADU South of Ventura Boulevard
On sloped lots, an attached unit or junior ADU often avoids the grading and access hurdles that LA's hillside and fire rules place on new detached buildings.
Standard Plan Option in Los Angeles
LA's pre-reviewed standard plan program can shorten plan check for some detached ADUs. We tell you whether one would fit your lot and goals.

FAQs
Woodland Hills ADU Questions
Is a Woodland Hills ADU permitted by Los Angeles or Calabasas?
LADBS handles them, following LAMC 12.22 A.33. Calabasas City Hall has no say over a Woodland Hills lot, even one a block from the city line.
Can I build an ADU on a hillside lot in Woodland Hills?
Often, but LA's hillside and fire area rules may add conditions about street access, sprinklers, size and grading. We check the parcel's hillside and fire designations at the start.
Who supplies utilities to a Woodland Hills ADU?
The Los Angeles Department of Water and Power supplies water and electricity, and the City of Los Angeles handles sewer. Most ADUs connect through the main house's services.
Can I rent my Woodland Hills ADU?
Yes, long term. State law does not let LA require owner occupancy for a standard ADU. Leases on a junior unit, or on a unit built under the state's by-right path, need terms over 30 days, and LA has separate short-term rental limits.
